Chair Carey, who proposed the repeal, said the board had passed oversight rules previously but had not consistently followed them and that the agency must restore effective enforcement. "We passed it, and it looked good and it sounded good, but we just weren't doing any of it," Carey said in committee discussion.
Opponents, including Member Lear, urged more time for review and said committee members and outside stakeholders had limited notice of the latest related draft of R277‑114. "I think there would have been a lot of comment had we had more opportunity to, have input from others," Lear said, and urged more public discussion before repeal.
The roll call on the repeal recorded votes as follows: Member Longacre and Member Hall voted yes; Chair Carey voted yes; Member Lear and Vice Chair Bollinger voted no. The motion carried 3‑2.
The item is a companion action to the committee's approval of draft 3 of R277‑114 earlier in the meeting; staff and board members said additional edits and clarifications could follow as the measure proceeds to the full board.
