The RFP will ask proposers to describe cloud-based storage, cybersecurity protections and optional services such as maintenance and access control.
Council members repeatedly said they want a scalable system that could serve multiple parks and city facilities. Council Member Manley and others suggested vetting systems already in use locally, including vendor systems used by homeowners associations and the sheriff's department, and recommended that a council ad hoc committee and Captain Northrop be involved in evaluating responses.
Funding and scope: staff said Summerwind could be funded through its maintenance CFD (community facilities district) if the cost is eligible; Mountain View Park is still under construction and could be included later. City staff recommended issuing the RFP focused on Summerwind and using the responses to build a preferred-vendor list and cost estimates to inform future budgets.
On technology: Council members raised license-plate-reader capability and AI-enabled search functions (vendors like Vocora were mentioned during discussion). Staff said the RFP would be deliberately broad to encourage vendors to propose solutions and differentiators.
Next steps: staff will issue the RFP incorporating council direction on scalability and cybersecurity, and return to council with recommended contracts and budget appropriation if proposers require city funding. Council members expressed interest in having the sheriff's ad hoc committee and Captain Northrop participate in vendor evaluation and in reviewing speed-trailer or targeted enforcement data for problem areas.
