Council asks staff to draft ordinance consolidating four boards of adjustment

City staff and the city attorney presented a proposal to consider consolidating four specialized boards of adjustment — the Zoning Board of Adjustment, Construction Board of Appeals, Fire Board of Adjustment and Aviation Board of Adjustment — and the Killeen City Council on Oct. 21 directed staff to prepare ordinance language formalizing that consolidation for council consideration.

The city attorney noted that the aviation and fire boards have met very infrequently in recent years (the record references meetings occurring “probably twice in the last 10 years”) and that the construction and zoning boards meet more frequently. The proposed consolidation would require coordinated amendments to the city code (chapter 8, chapter 31 and related code sections) and to references in international building and fire codes that currently cite separate boards.

Council members cited difficulties filling vacancies for the zoning board during the recent annual appointments cycle and said consolidation could improve member participation and administrative efficiency. Staff recommended drafting a consolidated ordinance, then taking the draft to the existing boards as part of the review process before presenting the ordinance to council for formal adoption.

Council directed staff to draft the ordinance amendments and return with a recommendation; the direction carried 6–0.

Why it matters: Consolidation would change how appeals and adjustments are heard and could reduce the number of separate citizen panels the city must recruit and staff. Draft language will define membership, meeting frequency and which code provisions the consolidated board will review.
