City compiles low‑income transit, paratransit, on‑demand and micromobility options for Richmond residents

Intern Eduardo presented the program overview. He described the Clipper “Clipper START/CLIP” program providing up to 50% off single rides for qualifying residents (income below 200% of the federal poverty level, Bay Area residency and age limits apply) and separate reduced‑fare Clipper cards for youth, seniors and riders with disabilities. He also described the RTC Clipper card for riders under 65 with qualifying disabilities and directed attendees to 511.org for specific application requirements.
Eduardo described Richmond’s R‑Transit program, which offers low‑cost transportation for seniors (55+) and people with disabilities in Richmond and some adjacent unincorporated areas; applicants aged 18–54 must show proof of disability. He also summarized the Rapid subsidy that provides Lyft on‑demand trips in Richmond, El Cerrito, San Pablo and nearby areas; enrollment requires a smartphone, a payment card and a signed waiver.
On‑demand options included Richmond Moves, a local shuttle operating weekdays that is free for students and seniors and $2 for other riders. Car‑share was represented by Miocar, a Richmond‑based car‑sharing app (minimum age 21 and valid driver’s license required). Salma, community manager for the city’s e‑bike share, said residents living in the project areas qualify for a free $80 e‑bike voucher; casual rides are $1 unlock plus $0.20 per minute and monthly/commuter passes are available.
Staff provided QR codes and paper applications at the meeting for attendees to take and directed residents to follow the listed URLs and contact points for applications and enrollment. Committee members thanked Eduardo for compiling the resource list and said transportation staff will follow up to conduct outreach related to the offerings.
