Hamilton County approves ARPA reallocations for seniors and food aid, appoints local committee member and authorizes outside counsel

The Board of Hamilton County Commissioners on Oct. 9 approved four by-leave items including two American Rescue Plan Act reallocations, a committee appointment and authorization to hire special outside legal counsel.
Administrator Jeff Aluta told the board the resolution reallocating $363,139 in ARPA funds to the Council on Aging will fund utility assistance and is expected to assist roughly 720 additional households. "Our understanding is that this would be new individuals," Aluta said. Commissioners also approved an identical $363,139 ARPA amendment to the Free Store Food Bank that administration estimates will fund roughly 1,100,000 additional meals.
The board also approved the appointment of James Bridal to Hamilton County's America250 Ohio local committee and authorized the employment of special legal counsel for a case where the prosecutor's office had a conflict and sought to avoid an appearance of impropriety. Administration recommended all four items.
The motions were approved unanimously by the three commissioners present. The meeting record shows the board moved and seconded each approval and recorded affirmative votes from the commissioners present; one commissioner was excused.
These actions were taken as part of the board's by-leave process, which allows the commission to act on time-sensitive administrative and contractual items between regular agenda items. The Council on Aging and Free Store Food Bank reallocations were described by administration as reassignments of previously appropriated ARPA funds.
The board's approval of outside counsel does not specify the case name in the public packet; administration indicated the hire is to avoid a conflict with the county prosecutor's office. The America250 appointment names James Bridal; the packet lists the appointment without additional background on the committee role.
