Commission approves appointments, procurement procedures and several county purchases

On the consent agenda the commission approved minutes and county payroll and accounts payable for September 2025. The commission heard a staff request about three upcoming appointments to the Southeast Alabama Regional Planning and Development Commission; commissioners were asked to identify elected and non-elected candidates and to reach out to potential nominees before that body’s December meeting.
The commission appointed five people to the Covington County Recreation Board from an application pool. Commissioner Tommy moved to appoint Alan Bracell, Mark Mills, Shane Cook, Hunter Harrington and Brian Cox; the motion was seconded and approved by voice vote. Commissioners said they will schedule a meeting with the appointees before allocating appropriated funds to the board.
The board approved updated procurement procedures for CATS, described in the packet as the county transit program that receives federal and state funding and requires a procurement policy consistent with grant rules. County staff said the document had attorney-reviewed corrections and the commission approved the update.
Several purchases and transfers were approved by voice vote: - Transfer a 2007 GMC Envoy (surplus from the arena) from surplus to the engineers’ department. - Purchase of a maintenance department vehicle for $49,006 (budgeted; purchase below budgeted amount). - Purchase of a one-man electric lift (budgeted at $12,000; vendor price approximately $11,300); commission approved purchase to be executed in January to align with tax receipts. - Exterior building cleaning of the courthouse for $8,612.22; commission approved using a miscellaneous account. - Purchase of a new washing machine for the county jail (budgeted).
The commission also approved moving the November and December regular meetings to Nov. 19 and Dec. 16 at 9:00 a.m., and authorized county staff to begin formal procedures to consider closure of several short or abandoned county roads at the request of landowners.
Most motions were made by Commissioner Tommy and carried by voice vote; where seconds were not named in the record, votes were recorded as approval by voice.
