Policy committee outlines residency-transfer scenarios; board expects further details

The District 207 policy committee reviewed the district's student residency and transfer policy at its September 22 meeting and presented four typical transfer scenarios the district would consider, the committee reported to the full board in October.
Assistant Superintendent for Human Resources George Daggres summarized the scenarios discussed by the committee:
1) Transfer for student mental-health needs supported by documentation from a physician or counselor; the district emphasized that transfers would be considered only after school-based mental-health resources had been exhausted.
2) Transfer to access a specialized elective available only at another district school; the district may coordinate schedules so students can travel for a single period to take the specialized course and return to their home school the remainder of the day.
3) After initial enrollment within an optional attendance zone, a family may request a one-time transfer to the other school in that optional zone after one semester; families are asked to make a one-time selection at enrollment.
4) After attending a district school for grades 9'11 within an optional attendance zone, a family may request that a student remain at that school for senior year even after the family has moved out of the attendance zone.
Daggres noted the Illinois High School Association (IHSA) retains final authority on eligibility and may restrict participation if IHSA residency and transfer standards are not met. The committee said additional information would be provided to the full board when available.
