LiberEd presents capacity review to District 207, recommends clarity, support and data focus for new strategic plan

The Maine Township High School District 207 board heard a capacity review and stakeholder-summary presentation from LiberEd consultant Rebecca Davis at its October meeting, a step consultants described as Phase 1 of the district's five-year strategic planning process.
Davis said LiberEd conducted more than 40 focus groups and interviews involving 205 participants and received 943 survey responses. The review included a document and data analysis covering attendance, grades and state reports, and produced a strengths-and-opportunities assessment for the district.
Davis summarized the review's top recommendations: set a shared, district-wide vision of high expectations and consistent instructional practice; provide effective guidance and supports so all students can access district opportunities; strengthen two-way collaboration and communication across classrooms, buildings and the broader community; and expand reliable access to disaggregated data so leaders and teachers can track impact and improve practice.
"We think it's a moment to provide clarity, alignment, and focus," Davis told the board, adding that the district showed "pockets of excellence" but would benefit from making those practices more consistent across schools.
Key findings cited in the presentation
- Strengths: Dedicated staff, a wide array of academic and extracurricular opportunities, and student and community diversity were repeatedly cited as district strengths.
- Opportunities: Stakeholders identified frequent instructional shifts, uneven rigor, concerns that equity work could appear performative, inconsistent placement/participation experiences for multilingual learners, and limited postsecondary navigation support for students and families.
- Data gap: Davis noted that while academic performance at the district level compares favorably to state averages overall, disaggregated results showed subgroups with weaker outcomes: low-income students (20% of enrollment), English learners (16%) and students with individualized education programs (11%). She said those subgroup differences represent a clear opportunity to narrow gaps.
Next steps
LiberEd and district staff will convene a steering committee of roughly 50 stakeholders for workshops over the coming months to draft a portrait of a graduate and refine strategic priorities. Community review and additional engagement rounds are scheduled between December and February, with a detailed implementation plan to follow in early 2026.
Why this matters
Board members said they welcomed the emphasis on narrowing gaps and aligning priorities. The strategic plan, if adopted and implemented, will shape curriculum, staffing and data routines across District 207 over the next five years.
