Council approves community center security, AV and pool contracts, golf and corrections capital work; names new North EMS station for Sylvia Jarbo Gannon

At its meeting Tuesday, the Talbot County Council approved a batch of capital and contract requests and voted to dedicate the county’s new North EMS station to the late Sylvia Jarbo Gannon.
Contracts and capital approvals
- Community center video surveillance: Council authorized an amendment to the county contract with a systems vendor for installation of video surveillance equipment at the Talbot County Community Center for $87,337 to enable interoperability with county systems. Vote: unanimous.
- Pool operations and maintenance: The council renewed the contract with Coastline Pool Services for operation and maintenance of the George Murphy and Bay Hundred pools for the 2026 season at $310,745. Vote: unanimous.
- Community center public address (PA) system: Council approved contracting with Audio Video Group LLC through a piggyback on a Maryland Education Enterprise Consortium contract for whole‑building public address/sound system installation; the project is 90% reimbursable through Program Open Space funding. Vote: unanimous.
- Hog Neck Golf Course resodding: The council awarded bid #2516 to sole bidder Growing Solutions LLC for $307,001.88 to resod the front‑nine championship greens; funds are in the approved CIP and the bid came in under budget. Vote: unanimous.
- Corrections facility HVAC: Director of Corrections requested and council approved two capital items — chiller replacement ($197,616) and partial replacement of air‑handling controllers and a control panel ($354,276.40) — citing failing equipment and the cost advantage of replacing rather than repairing old parts. Votes: unanimous on both items.
Naming the North EMS station
County staff and EMS officials asked the council to dedicate the new North EMS station (under construction across from Chapel School) to Sylvia Jarbo Gannon. Staff recounted Gannon’s long record of county service, including founding involvement in the Talbot Paramedic Foundation and work as an elected official. The council voted unanimously to name the station in her honor and to invite the Gannon family to the formal dedication and plaque unveiling.
Other approvals and business
The council also approved an easement for Easton Utilities along Bonfield Manor Road to support ongoing fiber installation and voted to send a letter of support for tariff exclusions requested by Vertigrow (an incoming manufacturing project) to help the company import specialized manufacturing equipment. These administrative approvals were recorded by roll call and passed unanimously.
Council members praised county staff and volunteers for program management and capital work. Multiple items were funded from existing capital improvement project budgets or had external reimbursement sources, and staff said sufficient funds were available for the approved work.
