Special-education supports, People Incorporated partnership paused; district to continue in-house work

A subcommittee update reported that a roughly $19,000 contract with People Incorporated — described in committee discussion as for early planning and limited summer work — will not turn into an ongoing partnership for the school year. Committee members said the district will use in-house staff to perform much of the planned work and that the $19,000 had been spent on limited planning, a survey and related materials.
The special-education director presented on a “special ed strategies” contract and action plan; the committee discussed work with a consultant (the Walker report) and said material would be tabled until the subcommittee completes its review. Members and administrators acknowledged increased resources to special education in recent years but said the data still show ongoing challenges.
The committee also approved a group of special-education tuition contracts presented in the consent agenda; one contracted placement (Judge Rotenberg Center) drew particular comment and at least one member said he would vote against that tuition contract on philosophical grounds even as other members defended the committee’s responsibility to fund education and medical care needs determined for students.
Why it matters: Special-education contracts and placement decisions are both programmatic and fiscal; they can include high-cost tuition placements and contractual services and often require close committee oversight.
What’s next: The Walker report and the special-education action plan will return to committee in a future meeting; the district will carry out the planned in-house work in place of the People Incorporated partnership for the school year.
