Fall River Housing Authority approves modernization certificates, construction contracts and policy updates; several motions pass unanimously

The Fall River Housing Authority board approved a series of construction certificates, procurement awards and administrative updates at its October meeting.
The board approved Change Order No. 3 for elevator modernization at Cabs 3 and 4, which is a net credit of $32,376 to the contract for handrail removal/replacement and remaining sump pump pit work. The board also approved the certificate of completion for elevator modernization (final contract amount $1,374,424) and a certificate of substantial completion for apartment conversions (phase 3, 12th floor) performed by Colette Contracting Company Inc.
Separately, the board approved a certificate of substantial completion for the fire alarm system in the community building at Father Vincent Tatario Village (general contractor Laracy Electrical Contractors Inc.) and approved a certificate of final completion for the replacement of failing gas lines at Maple Gardens (EOHLC No. 095192). The gas‑line final completion (Hydro Mechanical Inc.) was approved contingent upon final sign‑off from EOHLC; the final contract amount shown in board materials was $115,645.
The board granted permission to advertise bids for a boiler replacement at Frank B. Oliveira Apartments (CFP 2026) and bathroom renovations at Heritage Heights (CFP 2026). It also awarded a preventive maintenance contract for boilers at Sunset Hill and Heritage Heights to Samco in the amount of $19,740.
On administrative items, the board approved an updated Fall River Housing Authority personnel policy manual. Board materials state the update was intended to better align the personnel manual with recently settled collective bargaining agreements, add a social media policy and update insurance‑related dates and dollar amounts.
The board also approved HUD flat rent schedules effective Oct. 1, 2025, and Jan. 1, 2026.
All motions described above were made, seconded and passed by voice vote or roll call as recorded in the meeting minutes. Several construction items noted completion dates in September and October 2025; one final completion approval was contingent upon external agency (EOHLC) approval.
