Lewisburg council approves amended speed-limit resolution, moves 30 mph sign to Tally Cemetery

The Lewisburg City Council on Oct. 14 approved an amended version of Resolution 25-27 to change posted speeds on Mooresville Highway (State Route 373). Councilman Burns moved the amendment to keep the eastbound limit at 45 mph until drivers pass the water tank and then change the posted limit to 30 mph at Tally Cemetery; Councilwoman Thomas seconded the motion. The amendment also directed staff to install a “reduced speed ahead” sign near the Ridge Top Apartments.
Council members debated the precise placement of signs and whether to wait for a planned traffic signal before changing speed limits. The discussion centered on the hill and sight lines approaching the town, the location of the water tank and Tally Cemetery, and complaints from residents about vehicles entering side streets. Council members repeatedly emphasized safety on the downhill approach and the need for visible signage before drivers reach the reduced limit.
Edith Estep, a resident who spoke during citizen input, urged the council to make inbound and outbound speed limits consistent and noted examples of other nearby school-zone speed changes as precedent. Several council members said they did not want to delay action while awaiting a possible traffic signal that may take months or longer to install.
City attorney Mr. Huddle explained procedural options for amending the resolution and for withdrawing and reintroducing motions during discussion. Public works staff (Brandon Bridal) confirmed the council’s direction by describing where staff would place a reduced-speed warning and where the 30 mph sign would be relocated.
On a roll-call vote the council approved the amended resolution with all members voting yes: Councilman Robertson, Councilman Thomas, Councilman Crutcher, Councilman Michael and Councilman Burns. The amendment removed wording in multiple paragraphs that had described the 30 mph limit ending “until the intersection,” and instead specified the 30 mph zone beginning at Tally Cemetery, with a reduced-speed-ahead sign near Ridge Top Apartments.
The council did not adopt a requirement to delay changes until the possible future traffic signal; instead it directed staff to implement the signage changes approved in the amendment and to proceed with installation per the locations discussed.
Implementation details, including exact pole locations and dates for sign installation, were left to staff to finalize under the council’s direction. The resolution as amended instructs the city to replace the 30 mph sign now at Ridge Top Apartments with a reduced-speed-ahead sign and to relocate the 30 mph sign to the driveway/entrance of Tally Cemetery.
