Residents push for Saturday permit enforcement after weekend event congestion; committee asks staff to study options

Multiple residents urged the Parking Committee to expand permit enforcement to Saturdays after recent events left neighborhood streets congested and alleyways blocked, creating access and safety concerns.

Daryl Cook and other residents described weekend congestion and vehicles blocking alleys and corners, making it difficult for emergency and service vehicles to pass. “Did we fill the garages at any point during the month?” Daryl Cook asked; staff confirmed the Chestnut Street garage filled briefly during a recent restaurant festival. Residents said the recurring problem is most acute during large events such as homecoming.

Committee members and staff acknowledged the safety dimension. Parking staff said the department has an officer on Saturdays who uses a license-plate-reader car beginning at 5 p.m. and that the police department is available 24/7 to address blocking and safety issues. Staff also noted that adding permit enforcement on weekends would increase enforcement costs and could affect residents’ guests and party planning. Members proposed targeted pilot enforcement on heavy-event weekends or specific high-congestion corridors rather than a borough-wide Saturday enforcement expansion.

Several residents suggested painting and maintaining yellow curb markings more consistently to aid enforcement and reduce blocking at corners; staff indicated public works can repaint and consider a downtown signage standard.
