Committee to keep West Chester United Methodist Church lease at current spaces; will revise draft and return to church

The Parking Committee on Oct. 7 discussed a lease renewal request from West Chester United Methodist Church for the High Street lot and asked staff to keep the church’s allocation at the current level while clarifying a discrepancy in the draft lease.
Staff said the existing lease (effective Feb. 1, 2024 through Jan. 31, 2026) covers 18 spaces and that the church requested additional spaces and an extra hour (from 8 p.m. to 9 p.m.) Monday through Thursday. The draft lease presented to the committee included an inconsistent space count (the attachment listed 23 spaces), which staff said was likely a typographical error.
Parking staff said they have no strong objection to extending the hourly window from 8 to 9 p.m. for those nights but were cautious about increasing the church’s reserved spaces because doing so would reduce public parking. Committee members generally supported keeping the allocation at the current number of spaces and said staff should negotiate the lease language with the borough solicitor (Kristen) and return the edited draft to the church for review. One member suggested shortening the automatic-renewal-notice period from six months to 90 days.
Ending: Staff will edit the lease to confirm the correct number of spaces (staff recommended keeping 18), clarify the renewal and termination language, send the revision to the church for review and place the item on a future work session or next-month agenda if a response is received.
