World Trade Bridge expansion reaches 90% environmental assessment; endangered mussel findings under review

City staff told the advisory committee the environmental assessment (EA) for the World Trade Bridge expansion is roughly 90% complete, with the outstanding item being agency concurrence and a finding of non‑significance.
Staff said the environmental process identified 10 occurrences of a Texas hornshell mussel species that are being considered in the assessment. “We're currently under 90% on the environmental assessment. We're just waiting for that finding of non significant to be approved,” a Bridge Department staff member said.
The project team continues to coordinate with federal General Services Administration (GSA), U.S. Customs and Border Protection (CBP) and other stakeholders as the planning and procurement processes move forward. Staff emphasized that the project remains active and that routine coordination meetings are ongoing.
There were no new votes or council actions reported on the expansion at this meeting; staff said they will return with further updates as agency clearances and environmental documentation are finalized.
Staff also mentioned plans for future public events and stakeholder engagement tied to the bridge and associated facilities; those items were presented separately during the meeting.
