Finance committee approves minutes and two budget items; Miller Communications purchase pulled

At the Oct. 14 Finance Committee meeting the committee took several procedural and budget actions.
Minutes: The committee approved minutes from the Sept. 9 and Sept. 23, 2025 meetings. The motion to approve the minutes was made and seconded and carried by voice vote.
GEI Consultants budget modification: The committee approved a budget modification and payment of $17,500 to retain GEI Consultants for additional environmental testing and reporting at the former Wausau business incubator site at 1300 Cleveland Avenue (Wisconsin DNR BRRTS 02-37-587081). Staff said the site investigation was completed and concurred with DNR and that GEI’s next step will include additional testing and a remedial action-options report; a presentation by the consultant to full council was scheduled for Nov. 11. Committee members said the funding will come from the environmental fund. The motion to approve was made, seconded and approved by voice vote.
Lead Hazard Reduction Capacity Building Grant addendum: The committee approved a first addendum to the service agreement with the Marathon County Health Department to implement the Lead Hazard Reduction Capacity Building Grant. Tammy Strats (city staff) said the amendment removes fixed salary line-item amounts (salaries change over the three-year grant) and clarifies responsibility for additional allowable costs such as printing and multilingual outreach materials; she said all expenses are paid from the grant, not the city’s general fund, and that 75% of identified health department staff time must go to the project. Kate Florrick of the health department was present for questions. The motion to approve the amendment was made and carried by voice vote.
Items pulled: The agenda item authorizing a sole-source purchase to retain Miller Communications for referendum services was pulled from the agenda for further committee-of-the-whole discussion. The 2026 budget/fee-schedule item was also pulled because the committee concluded budget discussions in a separate special session.
Closed session vote: Later in the meeting the committees voted to enter closed session under Wis. Stat. 19.85(1)(e) to negotiate a term sheet for redevelopment of Riverside Place (11 Scott Street). That closed-session motion was made and seconded and carried by roll call (named ayes recorded for some members in the transcript).
