County recreation staff briefed commissioners on grooming plans for Warm Lake, parking expansions at Franci Wallace, a planned Trailhead/parking project at Boulder Road and multiple grant applications for campground and parking improvements. Staff said a snowmobile ordinance hearing is scheduled next week with few public comments received so far.
Valley County recreation and roads staff updated commissioners on grooming operations, parking expansions and a series of grant-driven projects intended to ease crowding at popular recreation sites.
Director Van told the commission the county has scheduled a snowmobile ordinance hearing for next week and said relatively few comments had been received; the comments received included expressions of thanks for the county's proposed approach, staff said. Van said the county is adjusting long-term and overnight parking allocations at Franci Wallace and Brush Creek to create more day-use spaces and reduce congestion.
Van described a planned parking expansion at Franci Wallace that has been more than a year in development and said county staff would meet with the Idaho Department of Lands and other partners to review tree removal and design questions. "That's gonna really help," Van said, adding the changes should better distribute recreation traffic and open more day-user spaces at Franci Wallace.
On grooming and winter operations, Van said the county is discussing shared-use arrangements on Warm Lake Road with the U.S. Forest Service and private partners. Staff described a plan to place a Connex box with a generator at a high-elevation staging location near Landmark so groomers can keep equipment warm and operable for early-morning departures. The project requires Forest Service sign-off; Van said the county would meet the district ranger to secure approvals.
Van also discussed grant applications: the county is pursuing Idaho Department of Parks and Recreation grant funding for improvements at Wellington Campground and Franci Wallace, including parking expansion, enhancements to warming huts and camera systems to assist maintenance and sheriff's enforcement. The county is also preparing a Trailhead/parking project at Boulder/Turkey Track road and is exploring land-exchange options with a private landowner to secure a more permanent parking solution rather than a year-to-year lease.
Van said staff were coordinating with partners and expected to bring proposed road development and any related agreements to commissioners for review; the county plans to continue grooming the Clear Creek corridor this winter and to operate its established parking area while higher-elevation parking is evaluated. No formal action was taken at the meeting; staff requested direction and planned to return with grant applications and road development agreements for future consideration.
