Ada County commission approves City of Kuna area-of-impact map amendment

The Ada County Planning and Zoning Commission on Wednesday approved a comprehensive plan map and text amendment to adopt the City of Kuna’s comprehensive plan and reestablish Kuna’s area of impact, staff said.
Ada County staff presented project number 202501495-CPACOA and recommended approval. “For the record, Stacy Dupree with Development Services,” said Stacy Dupree, who told commissioners the amendment adopts Kuna’s future land use map as adopted by the city on June 17, 2025, and reestablishes the city’s area of impact within Ada County. Dupree said the proposed area of impact has been reduced by approximately 876 acres and that seven parcels were removed from the area of impact; she said the affected parcels are owned by the Idaho lands of corrections (as stated in the presentation).
The staff report cited Idaho statute provisions governing areas of impact and said the state statute took effect in July 2025 and requires cities to reestablish their areas of impact within the county by Dec. 31, 2025. Dupree told commissioners the application’s findings of fact and conclusions of law show the proposal meets the county code and Idaho code criteria for modifying an area of impact, including consideration of anticipated growth, geographic factors, transportation infrastructure, sewer and water availability, public services, the two-mile boundary test and annexation likelihood within five years.
Dupree said the City of Kuna revised its future land use map by resolution (resolution number provided in the staff packet) and submitted the county application on July 23, 2025. She said four written responses were received by county staff and that there were no objections recorded in the written responses. The presentation was added to the record as Exhibit 20.
Commissioners asked staff whether the two-mile boundary requirement and other criteria in the statute had been reviewed. Dupree said staff verified the area of impact is within two miles of Kuna’s current city limits and that the city’s capital improvement plan, as referenced in the city’s resolution, supports the municipal services and annexation likelihood asserted by the city; she noted county consultants did not separately review the city’s capital improvement plan but that the city’s resolution attests to compliance.
After discussion, Commissioner Daley moved to approve project number 202501495-CPACOA, adopting the Kuna area of impact as presented and based on the staff report. The motion was seconded by the chair. The commission voted in favor; the motion carried.
The commission’s action closes the public hearing on this application. Staff noted this is the first of multiple city area-of-impact reestablishments to be considered; county staff also said Garden City submitted materials maintaining its existing impact area and that another city notified the county of a reduction in its area of impact.
No further business was recorded before the commission adjourned.
