Sandpoint city staff opened two bids for the Pine Street Mill and Overlay Project during a public bid opening held at City Hall and City Council Chambers and via Zoom. Heather Faircloth, the city’s contract and procurement officer, announced that two bids were received and read the submitted totals.
The bids were: Interstate Concrete and Asphalt Company — $287,556; and Woods Crushing and Hauling Incorporated — $379,958. Faircloth said the packet documents for each bidder included a bid bond, an addendum acknowledgment, a public works contractor license, and subcontractor information.
"We received 2 bids, and we will begin opening them now," Faircloth said at the opening. She also told attendees that a recording of the bid opening "will be available on the solicitations page within 24 to 48 hours." City staff did not announce any contract award at the opening.
City staff present for the bid opening included Cheryl Hughes, central services director; Holly Ellis, public works director; and Eric Bush, project manager for the Pine Street Mill and Overlay Project. Representatives from both bidding firms were present but not individually named during the opening.
The public bid opening recorded completeness checks for each submission. For Interstate Concrete and Asphalt Company, Faircloth read that "the bid form is complete. The bid bond is attached. An addendum acknowledgment is also included. Our public works contractor license... is also included as well as the subcontractor form is complete." For Woods Crushing and Hauling Incorporated, staff confirmed similar documentation and read the total base bid amount.
No formal evaluation or award was announced at the session. Faircloth closed the opening by thanking participants and indicating the city would post results on its solicitations page shortly.
