Summary
The Transportation Commission unanimously recommended two functional classification changes to the Transportation Action Plan — reclassifying 70th Street (Shea to Mountain View) from minor collector to local and Chauncey Lane (Scottsdale Road to future Miller Road) from local to minor collector — and forwarded the amendments to City Council.
The Scottsdale Transportation Commission voted unanimously Oct. 16 to recommend two functional classification changes to the Transportation Action Plan and to forward those amendments to City Council for formal adoption.
The commission approved staff recommendations to reclassify 70th (seventy‑eighth) Street between Shea Boulevard and Mountain View Road from a minor collector to a local road following a resident petition citing persistent speeding. Staff said the reclassification would allow the city to lower the posted speed limit to 25 mph and pursue traffic calming measures such as speed tables.
The commission also approved reclassifying Chauncey Lane (between Scottsdale Road and the future Miller Road) from a local road to a minor collector to reflect its expected role as a connection supporting airport access and future development. Staff said Chauncey’s reclassification responds to anticipated build‑out and the planned Miller Road connection identified in local development plans.
Commissioners asked how petitions were evaluated and how the city ensures equitable consideration across neighborhoods. Staff said petitions trigger a neighborhood traffic management evaluation, which includes traffic data, a neighborhood meeting and an assessment of safety and speeding; staff also said the Transportation Action Plan is reviewed comprehensively every three to four years and that staff will log petitions and corridor studies for prioritization.
Motion and vote: Vice Chair Wilcoxon moved to accept staff recommendations and Commissioner Cardella seconded. The roll call vote was unanimous in favor.
