Mount Holly council approves rezoning-plan signature block for subdivision ordinance

Mount Holly City Council on Oct. 13 unanimously approved text amendment TA2512 to amend the city's subdivision and land development ordinance by adding an approval signature block for rezoning plans.

The change requires the planning director to sign an approval block on rezoning plans to verify that those plans meet the city's requirements for rezoning. Planning intern Jace Roberts told the council the signature block is already commonplace on construction plans and would add a level of verification to the development process.

"Staff feels that adding the signature block will add a level of verification in the development process," Roberts said, explaining that the block would confirm that rezoning plans "are consistent with city regulations regarding the rezoning process." He told council the planning commission recommended the amendment at a public hearing the previous week.

Council member Huff moved to approve TA2512; Council member Meadows seconded. The motion passed unanimously.

The change is administrative in nature and does not alter zoning standards or allowable uses; it provides an additional sign-off step intended to ensure that rezoning plan submissions meet the city's checklist before moving forward. Roberts said the block mirrors existing practice for construction plans and is intended to reduce re-submittals and confusion during review.

No members of the public spoke during the item's public hearing. Council did not attach conditions or return the item to the planning commission.

City staff will implement the ordinance amendment in plan-review templates and application materials.
