CPSD superintendent warns Impact Aid delays could affect Title-funded positions

Superintendent Banner told the Clover Park School District Board of Directors on Oct. 13 that a possible federal government shutdown could delay Impact Aid payments and may affect district staffing funded by federal Title programs.
Banner said most federal funding the district receives is forward-funded and unlikely to create immediate shortfalls, “so we don't have any shortfalls in those areas,” but cautioned that Impact Aid is not forward-funded and “depending on how long the shutdown remains, we could see some delays in payments.”
The superintendent said the district is monitoring federal developments and meeting with the district’s executive director for business services to assess potential impacts. Banner said the district’s forecasting team has already begun planning for the 2026–27 school-year budget in light of federal uncertainty.
Banner also said the district notified a small number of staff in September that positions paid from Title II, Title III and Title IV funds “might not be funded for the 2026–27 school year,” adding the notification was intended to give affected employees time to plan. He said the number of positions was not specified at the meeting and that the message to those staff was delivered in September.
The superintendent said any changes in the FY 2026 federal budget will affect district planning for 2026–27 and that the district will continue to inform stakeholders as appropriate.
Board members did not take formal action on federal funding at the meeting; Banner said staff will continue analysis and report back. The board had no executive session scheduled that evening.
