Commissioners approve Antioch Farm subdivision; chairman recused from vote

The Craven County Board of Commissioners approved final subdivision platting for Antioch Farm LLC, a four-lot subdivision on approximately 2.69 acres in Township 2 that will be served by First Craven Water and individual septic systems.
Chairman Booker said he is one of the owners of the property and asked to be recused from the vote; commissioners voted to accept his recusal and asked him to leave the room before the subdivision approval vote. "I am one of the owners of this subdivision, so I am asking to be recused on this vote," Booker said before the board granted the recusal request.
Planning staff told commissioners the subdivision will be served by a private road (Antioch Farms Drive) recorded in county ordinance; because the division contains four lots or fewer the road can be private and does not need to meet county construction standards. Planning staff described the road as a 16-foot-wide gravel access with a 50-foot right of way; property owners will be responsible for maintenance under private road disclosures.
Commissioner Smith voted against the approval, explaining he had seen private roads later become problematic and could not support the motion. In the roll-call vote the board approved the subdivision: Commissioner Smith voted No; Commissioner Howard Yes; Commissioner Hunt Yes; Vice Chairman Jones Yes. Chairman Booker had been recused and absent for the vote.
The planning board had recommended approval at its September meeting, and the county clerk recorded the approval after the roll call.
