Lewis River Little League asks Woodland for water meter and fee help; council directs staff to explore options

Aaron (representing Lewis River Little League) told the council on Oct. 6 the organization had revived local youth baseball and needs a water meter to serve a concession stand; the site has lacked water for about 15 years and volunteers and a local contractor have offered to trench and run the line if a meter and fee assistance are provided.
Aaron said the meter would connect to city water that is now at the property line and that volunteers and a local contractor (Scott Jeffries) are willing to perform the work. He asked the city to supply the meter and consider waiving System Development Charge (SDC) assessments because the league is a nonprofit with limited funds.
City staff told council a 3/4-inch meter costs the city about $235 (inventory cost), but SDC and assessment fees raise the total to roughly $1,700. Staff noted past exceptions for nonprofits on other fees and said the city can explore options but must avoid an unlawful gift of public funds. The mayor and council directed staff to work with the league and the city attorney (Emily) to examine legal options and to return with a recommended approach at a subsequent meeting.
No final vote or fee waiver was recorded Oct. 6; the council’s direction was for staff to pursue options, check legal constraints, and report back.
