Board approves 2025 LEA compliance report; district cites staffing endorsements in progress

The Clay County School Board on Oct. 16 approved the district's 2025 local educational agency (LEA) compliance report. Administrators told the board that most grade levels and tested subjects are staffed by licensed teachers and outlined two outstanding endorsement issues.
District staff said the elementary art teacher assigned to K–8 is licensed but has not yet earned the state K–8 art endorsement; the teacher has taken the state assessment twice and is making progress. The presenter said the art assignment is a non-graded subject area and that obtaining the state endorsement is difficult. "The teacher that we have placed there last year and this year is taking that again this year. She's taken it twice so far and has made gains," the presenter said.
The second staffing item involved a turnover in pre-K at Celina K–8. The district reported it hired a licensed Tennessee educator in grades K–5 who has an application pending with the Tennessee Department of Education for a waiver that would allow one year (through June 30, 2026) to complete coursework or testing to add the pre-K endorsement to her active license.
Board materials and discussion said all other tested subjects and grade levels across the district are in compliance. The board approved the report by voice vote with no recorded opposition.
The LEA report presented at the meeting reflects current staffing and licensure data and the district's planned steps to obtain the needed endorsements or waivers within the state timelines.
