Planning commission approves certified survey map to split Russ Young parcel for phased condo development

The Waupaca City Planning Commission on Oct. 1 approved a certified survey map (CSM) that divides an 11.875-acre parcel held by Russ Young Property LLC into two lots. The property is located along Charles Wright Drive and the unfinished Duck Lake Drive and currently has no assigned street address.
Barb (representing Russ Young Property LLC) told the commission the parcel contains approximately 12 acres of undeveloped land, of which about seven acres are buildable. She said Lot 1 of the proposed division has direct access to city sewer and water and that the owner plans to develop a small condominium project in two phases: initial units on the sewer-served lot and later buildout where infrastructure is more costly to extend.
Josh (city administrator) summarized staff recommendations and conditions for approval: municipal utility extension to Lot 1 prior to construction, the property owner must obtain all necessary zoning and building permits before starting construction, and the applicant must record the city-council-approved CSM with the Waupaca County Register of Deeds within 30 days of council approval.
Commissioners asked about road frontage and infrastructure. Barb said Duck Lake Drive would eventually be widened as the remainder of the parcel is developed. She said buyers already exist for two units and expected construction to start in the spring, following council review and recording.
Commissioner Barron moved and Alderperson Angela Lesage seconded approval of the certified survey map subject to staff conditions. The motion passed by voice vote with no recorded nays.
The commission’s action forwards the CSM to the city council for final approval and required recording with the county upon council approval. Staff flagged municipal utility extension as a precondition to Lot 1 construction.
