Staff said the work covers about a mile in 22 locations; the proposal is for $83,597 and the commission approved an authorization up to $85,000 to allow limited flexibility for final costs. Staff said the potholing is necessary to determine whether the pipeline depth allows widening the existing county-standard road or requires moving the roadway alignment.
The commission also approved a contract amendment with the Christopher Burke Group, adding $250,000 to the existing time-and-materials contract to bring the not-to-exceed total to $925,000 for 2025 inspection, utility coordination and construction management services. Staff said portions of the inspection work will be reimbursed by Amazon. Commissioners approved a separate 2026 time-and-materials contract with Christopher Burke Group in the amount of $675,000 to continue inspection services next year. Finally, the commission approved an updated 2025 rate sheet to be inserted into a prior Christopher Burke task order for the Capitol Avenue Trail segment; staff said this update does not change the project’s not-to-exceed amount of $21,800.
Each motion passed on unanimous recorded votes. Staff emphasized that inspection and utility‑coordination services are essential to project completion and that lack of those services could jeopardize timelines on multiple projects.
