East Point council approves updated election services agreement with Fulton County; library added as early voting site

The East Point City Council on Oct. 1 approved an updated intergovernmental agreement (IGA) with Fulton County for election services totaling $57,857, the council was told. The agreement allocates $41,770 for advanced voting during the general election and $16,087 for the runoff, and Fulton County added the East Point Library as an advanced voting location, the City Clerk said.

The council took the vote during a short special-call meeting after the City Clerk presented the IGA and related invoices. The clerk told the council the IGA had been reviewed and signed by legal and that the advanced-voting costs for East Point total $57,857. “So that’s $79,616 that’s on the runoff election that has already been paid to Fulton County,” the City Clerk said when explaining prior payments and line-item differences shown in the paperwork.

Council members asked for clarification about a larger figure that appears in paragraph 4.3 of the agreement. “The paragraph 4.3 indicates $95,703.45. I’m confused what that number is,” one council member said. The City Clerk replied that the $95,703.45 figure includes the $79,616.45 already paid to Fulton County plus the $16,087 listed for advanced runoff voting.

Council member Shropshire sought to avoid voter confusion about locations and confirmed the early voting site. “Just so people are not confused, the early voting location is the library,” Shropshire said. The City Clerk also said the change — adding the East Point Library as an advanced voting location — was reflected on the city’s website under the 2025 mayoral election tab.

A motion to approve the agreement was moved and seconded; the council approved the IGA by voice vote. The City Clerk noted she had attached the relevant invoices for council review. No roll-call vote or recorded tallies were included in the meeting record.

The council had no executive-session items and adjourned following the vote.
