Council adopts dark‑sky lighting ordinance on second reading; outreach and fact sheet planned

The City Council adopted on Oct. 21 a zoning text amendment to establish dark‑sky lighting standards for exterior fixtures. The change updates illumination limits at lot lines and clarifies measurement (foot‑candle) practices for compliance.
Planner Josh Burns reviewed sample photometric readings and said staff had worked with property owners to remedy a recent lighting complaint. The new code narrows allowable illumination at the property line and requires fixtures that reduce glare and light trespass. Burns said staff will publish a dark‑sky fact sheet, create short social media videos and work with the historic‑district commission to update guidance for sign and fixture illumination.
Council voted to approve the second and final reading. The ordinance includes a 30‑day effective period; staff said educational materials will be published during that timeframe.
