Public Service requested expedited procedures so the commission could decide mid‑November and thereby allow the company to file quarterly advice letters updating ECA rates no later than Nov. 30 for rates effective Jan. 1, 2026. Davis recommended shortened notice and intervention: interventions due Nov. 3 and a Nov. 7 deadline for substantive responses, enabling the item to return at the Nov. 12 weekly meeting.
