The Morgan County Commission approved three land‑use items Oct. 21 after planning staff and developers summarized plats, densities and technical reviews.
Shadow Creek (application 24.069): Planning staff said the proposed 14‑lot subdivision lies northwest of West Surrey Lane and North Morgan Valley Drive. Lot sizes range from about 5.0 to 6.15 acres with an average of roughly 5.15 acres. Staff, the county engineer and the health department reviewed the preliminary plat; the planning commission recommended approval 5‑0 with conditions including that utility easements be identified on the plat and that wellhead protection zones remain wholly within lot boundaries. The commission voted to approve the preliminary plat subject to those findings and conditions.
Northside Creek PRUD second plat amendment (application 25.008): The proposal carves three additional lots (0.8–0.86 acres) from an existing PRUD parcel. Staff and Mountain Green Fire Protection District reviewed the amendment and recommended approval to the planning commission, which voted 5‑0 to recommend approval to the commission. The county commission approved the plat amendment; the applicant confirmed the three lots were already planned with utilities and no immediate construction is required.
Meadow Park East Cottonwoods Phase 5 (application 25.009): The applicant requested a preliminary plat for 24 condominium‑style units on 7.29 combined acres with common yards and roughly 3.95 acres of open space. Planning staff said the development is consistent with the governing Cottonwoods development agreement and that utilities include Cottonwood Mutual Water Company and Mountain Green Sewer Improvement District. Staff reported two calls from residents concerned about removal of a single‑track mountain bike trail; the developer told the commission the trail would be accommodated where feasible between lots 512 and 513 and through ongoing negotiations with neighboring owners.
Commissioners approved the Meadow Park Phase 5 preliminary plat but added a condition: the developer must submit an updated will‑serve letter from Cottonwood Mutual Water Company confirming water source and storage capacity (applicant agreed to make that letter a condition of final plat submittal).
Why it matters: approvals allow final engineering and construction plans to move forward; conditions (utility easements, wellhead protection, confirmed water service) must be satisfied before final plats are recorded.
