The Minneapolis City Audit Committee on Oct. 20 discussed proposed updates to the audit charter that clarify standards, independence protections and committee procedures for dealing with uncooperative auditees.
City Auditor Timmerman presented a draft that streamlines language, updates the office mission and explicitly adds that the city auditor shall notify the audit committee when an auditee fails to cooperate with an audit. Committee members debated the appropriate level of committee involvement in scope changes for audits, the threshold for triggering committee review of overdue audit issues, and safeguards to avoid infringing on the city clerk’s authority over records and administrative processes.
Members suggested refinements: require notification rather than automatic approval for modest scope adjustments; define a threshold for what constitutes a significant scope change that would require committee approval; and add language explaining how auditors will protect confidential vendor or third‑party information. The city attorney cautioned against inadvertently impairing the clerk’s statutory authority and the auditor agreed to work with the city attorney to produce final language.
No final vote was taken. Timmerman said he will incorporate committee feedback, work with the city attorney and return a finalized charter for committee consideration in December.
