Wes (staff member) presented photographs showing split and failing deck boards and loose railing components, and described previous temporary repairs by public works. He said the top rails and some spindles are deteriorated and recommended salvaging usable materials while replacing the deck with composite material to reduce long‑term maintenance. "Workmanship is not some of the greatest on what Wayne County did," Wes said, describing broken boards and joist concerns.
Wes provided a preliminary budgetary figure of about $125,000 to replace the deck and strengthen or replace top plates and railing (including composite top plate installation to reduce future staining), plus a roughly $15,000 allowance to power‑wash and stain two other bridges and cover unidentified replacements. He noted additional structural bracing or joist work may be needed once contractors remove the decking and inspect the supporting structure.
Commissioners asked staff to prepare a request for quote (RFQ) and bring proposed contract documents back to BPAC for review. Ross (staff member) said he would coordinate RFQ language with Wes and prepare the solicitation for contractor pricing. No formal contract award occurred at the meeting; BPAC directed staff to develop the RFQ and return with a recommended procurement pathway and cost estimates.
