Board adopts zoning change to strengthen performance guarantees for construction permits

Grosse Ile Township trustees approved zoning text amendments to Chapter 285 that increase performance guarantees for construction permits and require more active permit renewal or re‑submittal when projects do not conclude within one year.
The amendments, drafted with the township attorney’s input, aim to give the community development department more enforcement tools when contractors or property owners fail to complete permitted work or fail to pursue final inspections. Staff said the changes are intended to “incentivize contractors to complete construction projects” and reduce cases where permits remain open indefinitely.
Under the changes, contractors and residents must examine permits before expiration and, if an extension is needed, take affirmative steps (resubmission/reactivation) prior to permit expiration; failure to do so will require a fresh permit application. Trustees and staff said the revisions will also strengthen bonds and other financial assurances so that funds are available to complete or remediate work if a contractor abandons a project.
Trustees voted in favor. The board discussed examples — including large home projects — and staff described how tighter permit tracking would reduce the number of long‑open permits in township records.
The ordinance passed on the required vote; trustees conducted a roll call after a voice vote and recorded ayes.
