Trumbull County commissioners place 2-mill children's services levy renewal on Nov. ballot

The Board of Commissioners of Trumbull County on July 2025 adopted a resolution to submit a renewal levy for the Trumbull County Children's Service Board to the electors on the Nov. 4, 2025 general election ballot.
The measure is a renewal at a rate of 2 mills, the same rate as the current levy, and the county auditor estimated it would collect $7,072,547 annually and have an effective estimated tax of $47 per $100,000 of appraised value. If approved by voters, the levy would run for five years commencing in 2026, with the first collection due in calendar year 2027. The board directed the clerk to certify a copy of the resolution and the county auditor’s certificate to the Trumbull County Board of Elections by 4 p.m. on Aug. 6, 2025.
The resolution says the levy proceeds will be used “for the purpose of the support of children's services and the care and placement of children in Trumbull County, Ohio, for use by the Trumbull County Children's Service Board.” The board approved the measure by unanimous vote.
During the brief discussion before the vote, commissioners described the renewal as an extension of existing funding rather than a new tax and framed the levy as supporting mandated child placement and care services. One commissioner described the vote as “a no-brainer” in the context of continuing services for vulnerable residents; that comment was offered during the discussion and not attributed to a specific speaker in the meeting record.
The board's action formally places the renewal on the Nov. 4 general election ballot and starts the administrative steps — certification to the Board of Elections — required to notify voters and allow the question to appear on the ballot.
