Trumbull County commissioners approve routine agenda, contracts and permits

The Trumbull County Board of Commissioners voted unanimously to approve a broad set of routine agenda items, contracts and permits during its meeting. The items included acceptance of prior meeting minutes and video recordings, financial approvals, personnel and contracting actions, and multiple engineering drawings and permit authorizations.

The approvals included: dispensing with reading the workshop minutes dated 05/20/2025 and the regular meeting minutes dated 05/21/2025; approving bills; transfers and additional and decreased appropriations; adopting a then-and-now purchase order resolution under ORC 5705.41(d) for March 2025; and accepting the Trumbull County Engineer’s 2024 annual report pursuant to Ohio Revised Code section 5543.02.

Personnel and contracting actions approved included the transfer of Jennifer Leonard from clerk specialist/bookkeeper at the clerk of courts (pay range 7, year 18, $26.16/hour) to accounts payable clerk (pay range 8, year 18, $28.16/hour) in the Board of Commissioners office effective 06/02/2025; concurrence with the County Engineer to enter a labor agreement between the Trumbull County Engineer and International Union of Operating Engineers, Local 66 effective 07/01/2025–06/30/2028; and award of multiple construction and service contracts and bids.

Significant contract and project approvals included awarding JET Excavating Company the low bid of $1,067,956.62 for the Barclay Messerly Road bridge replacement in Braceville Township (funded 100% by a County Engineers Association of Ohio grant), awarding Yankee Clipper Company, Inc. $100,870 for the 2025 Road Pavement Marking Program, and approving CLR Utilities for installation of nine telephone poles at the Trumbull County Fairgrounds 4‑H building project ($11,950).

Housing and community development items were approved: Neighborhood Development Services, Inc. was selected for inspection services for the 2024 Community Housing Impact and Preservation (CHIP) grant program for the Warren‑Trumbull HOME Consortium (agreement term 12/01/2024–12/31/2027), and Baum and Land Title Agency, Inc. was approved for title-search work for the same program (term 05/20/2025–12/31/2027).

The board approved engineering drawings and non‑reimbursable extension agreements under Ohio Revised Code section 307.73 for sanitary sewer and waterline extensions in the Mineral Ridge (Sable Creek) subdistrict, and approved detailed sanitary sewer drawings for the Caleb Road improvements (County Project 4‑S‑25). The board also concurred with the engineer on numerous right‑of‑way and special‑hauling permits (companies included Rich’s Towing and Service; JRO Transportation Services, Inc.; Heiss Equipment; H & H Land Clearing LLC) and granted a temporary road closure (South Leavitt Road, County Highway 83B in Warren Township) for a movie production on 06/01/2025.

The commissioners also authorized the county clerk to advertise for sealed proposals for evidence‑based substance abuse treatment services at the Trumbull County Jail and to advertise for sealed bids to renovate the sheriff’s office evidence room (renovation to include new walls, doors, sprinkler system, shelving and surveillance).

All items summarized above were recorded as approved in the meeting roll calls. For each listed agenda item, a motion and a second were made and roll‑call votes returned affirmative for the three commissioners (Chairman Rick Hernandez; Commissioner Malloy; Commissioner Bernard) unless otherwise noted in separate articles covering items with substantive debate or split votes.
