Planning board recommends final plat for Kwik Trip site at Riverstone Parkway to city council

The City of Kankakee Planning Board recommended City Council approve the final plat of subdivision for Kwik Trip Corporation at Riverstone Parkway and Route 45/52 following completion of engineering review and standard final-plat requirements.
Planning staff reported that outstanding engineering comments have been addressed and that the applicant’s engineer submitted required documentation. The planning board reviewed the standard major-subdivision findings — including public water and sewage capacity, identification of soil/topographic constraints, financial capability to complete the work and mitigation of public-health, safety and welfare impacts — and recommended approval subject to the city engineer’s final sign-off and standard conditions.
Conditions and requirements: The recommendation includes final review and approval by the city engineer; provision of security for public improvements (bond or letter of credit); an ALTA survey for the dedication parcel; delivery of warranty deeds for dedicated lands and improvements in recordable form; and a title policy for the city in a sum not less than $10,000 or as otherwise determined by the city attorney.
Board action: Commissioner Deb Terrell moved for recommendation of approval and read the statutory standards used to evaluate major subdivisions into the record. Barry McCracken seconded. Roll call recorded affirmative votes and the matter will be forwarded to City Council for final action on Nov. 3.
Timing: Planning staff indicated construction scheduling could proceed quickly after council approval and that the applicant expects to move earthwork over the winter to accelerate spring construction.
