Council approves first reading to amend wastewater pretreatment ordinance to match TCEQ documentation requirements

The Sugar Land City Council on Oct. 21 approved first reading of an ordinance amending city code sections related to industrial wastewater pretreatment standards to comply with updated Texas Commission on Environmental Quality (TCEQ) documentation requirements.
David (assistant director of utilities), introduced by staff member Katie, explained the city’s industrial pretreatment program—established in 1986 to meet EPA Clean Water Act requirements—requires permitted industrial users to remove regulated pollutants before discharging to the city’s wastewater system. "TCEQ now requires the maximum allowable limits be posted clearly in ordinance," David said, and also requested removal of a phrase so the city ordinance matches TCEQ’s interpretation of the law. David told council TCEQ’s most recent audit found no violations of the city’s program; the requested changes are documentation and wording adjustments rather than changes to the city’s local limits.
Council made a motion and seconded the first reading; the motion passed 7-0. Staff said the changes are procedural to align city code with state documentation requirements and that further action will follow the normal ordinance adoption schedule.
