Council awards $2.293M contract to rehabilitate four wastewater lift stations, approves budget transfer

The Sugar Land City Council on Oct. 21 authorized a $2,293,510 construction contract with CFG Industries LLC for rehabilitation of four city wastewater lift stations and approved a $163,680 budget transfer from CIP CWW2302 to fully fund the project.

Jonathan Braun, assistant city engineer, said the four lift stations—Orchard Lane, Avondale, Robinson's Ferry and Small Great Lakes—were flagged through routine inspections as needing rehabilitation due to degradation and capacity concerns. The rehabilitation scope includes pump upsizing, valve vault modification, riser and header piping, mechanical and electrical upgrades, wet-well recoating, bypass pump connections, remote monitoring and improved access. Braun emphasized the sites must remain operational during construction and that the project includes measures to limit off-hours and weekend work and control noise, along with resident notice procedures.

Braun said the design contract was approved April 16, 2024, design completed July 2025, and the city received two bids in August 2025; the lowest responsive bid from CFG Industries was within typical differences from the engineer’s estimate. The total project funding need is approximately $2.46 million; the city will transfer $163,680 from CWW2302 (a completed lift-station CIP) to fully fund the award and contingencies. Staff proposed a notice-to-proceed in December 2025 and a 365-day schedule to complete the work by December 2026.

Council moved and seconded the contract award; the motion passed 7-0.
