Council members agreed the letter raised legitimate concerns about user conflict in constrained, shallow reaches and that similar proximity and user-conflict issues could arise at other reservoirs (for example, Pineview, Deer Creek and Jordanelle). The council did not take formal action but directed staff to record the issue and consider whether to recommend further investigation or interagency coordination.
