County awards two-year homeless-prevention aid allocation to Mahupi after committee review

Becker County commissioners approved a resolution to continue directing the county’s local homeless prevention aid for 2024 and 2025 to the nonprofit Mahupi (spelled in meeting as Mahupi / Mahubiawa). County staff told the board they issued an RFP over the summer but received no other proposals.
County staff summarized Mahupi’s work in Becker County during a recent 12-month measurement period. According to the department’s presentation, Mahupi served 132 individuals in the county from September 2024 to September 2025 and reported a 97% housing-retention rate among those served during that period.
The aid program was created by the Minnesota Legislature in 2021 and targets families with minors and youth experiencing homelessness or housing instability. Staff explained the fund is intended both to prevent homelessness and to keep minors and families in stable housing through case management and short-term assistance.
Commissioners discussed program definitions and outcomes; some board members noted the state’s broadened definition of homelessness can include couch-surfing and other unstable housing arrangements that differ in severity. Commissioners expressed support for Mahupi’s family-centered case-management model and approved Resolution 10-25-2C authorizing the awards.
The board’s action authorizes the county to continue the current funding arrangement for the next two fiscal allocations and instructs county staff to manage the grant relationship with Mahupi under terms previously reviewed by the county committee.
