At the start of its Oct. 6 special meeting, the San Fernando City Council returned from closed session and the city attorney delivered a public readout of actions taken behind closed doors. The record shows three items were addressed.
The council approved participation in the nationwide opioid settlements by a 5‑0 vote, authorizing the city to accept settlements with approximately eight secondary opioid manufacturers, the city attorney reported.
On a separate litigation matter involving the BKK landfill, the council approved execution of a tolling agreement by a 4‑yes, 1‑abstain vote. The readout identified one council member abstaining but did not specify which member; the city attorney noted the action allows the parties additional time to negotiate without triggering litigation deadlines.
Finally, the council announced it agreed by a 4‑1 vote to appoint Kanika Kith as city manager, subject to returning with a more formal employment agreement for consideration. The city attorney read the vote and said that one council member voted no; the public record posted at the meeting will include the official closed‑session minutes as required by law once a formal agreement is presented.
Mayor Mary Mendoza congratulated Kith from the dais after the announcement. The council then adjourned the special meeting and proceeded to the regular meeting agenda.
