The Seward City Council on Monday recommended approval of a Class I liquor license for DOT Provisions LLC (doing business as Birdwise Brewery) for a manufacturing-only brewery at 211 South Fourth Street and approved Jason Siebert as the license manager.
Bill Shellfeffer, identifying himself as an owner, told the council the facility will be manufacturing-only with no taproom and that the company intends to distribute wholesale to bars and retailers. “The facility plans to produce beer and non alcoholic beer. It'll be a manufacturing facility only. There won't be a taproom,” Shellfeffer said.
Staff said the state requested the city review the application and publish notice; the public comment period closed with no objections. The council opened a public hearing and invited comments; none were offered.
Council action: The council introduced and approved resolution number 2025-32 recommending the Class I license and separately moved to name Jason Siebert as manager. Both motions passed 7–0.
What comes next: The council’s recommendation will be forwarded as part of the local approval process; state-level approvals and licensing steps described under the Nebraska Liquor Control Act remain part of the regulatory process.
