County approves $60,000 agreement for section-corner maintenance and public-land survey tasks

St. Joseph County Commissioners approved a professional-services agreement with Avon Marsh Consultants for section-corner maintenance and public-land-survey tasks on Oct. 21.
Infrastructure staff explained the agreement extends services the consultant already provides to the county surveyor. The consultant will visit section corners to verify monuments, confirm state-plane coordinates and check witness marks (permanent reference measurements). If a corner or witness is missing, the consultant will establish and record a new corner and update the county’s corner records.
Cost and scope: The contract is not to exceed $60,000. Staff said the fee equates to about $450 per section corner and that the county has approximately 1,700 section corners; Indiana Code requires maintenance of a portion of corners each year (staff cited a 5% annual target from the code). The surveyor and staff reviewed the scope and recommended approval.
The board voted to approve the agreement.
Ending: The surveyor’s office will use the agreement to complete the section-corner verification and record updates required by state law.
