National City council approves remote participation for Councilmember Rodriguez under AB 24 49

Under the councils remote-participation process, Mayor Morrison first confirmed a quorum in the chamber and then asked Rodriguez, attending by Zoom, to verify that he could be seen and heard. Rodriguez said, "I can hear and see the dais," and later told the council, "I've been sick all day." The mayor and council also confirmed Rodriguez was claiming remote participation for just cause related to illness.
City staff asked Rodriguez whether anyone over the age of 18 was present at his remote location; Rodriguez said no. The city clerk reported Rodriguez "has not been virtual at all this year." A motion to accept the remote attendance for just cause was made and seconded; a roll-call vote recorded Councilmember Yamani as "Aye," Councilmember Molina as "Yes," and Mayor Morrison as "Aye." The motion passed. Vice Mayor Bush was absent and the council noted a quorum remained in the chamber.
After approving the remote appearance, the council proceeded with the Oct. 21 special meeting. There were no public comments at the start of the meeting.
