Board members discussed an intergovernmental agreement that would make Effingham Unit 40 the fiscal administrative agent for the Core Academy (formerly ERCA), a regional vocational program planned in partnership with Lakeland College.
District staff explained the proposal would route payroll and other administrative transactions for the academy through Unit 40, allowing the Core Academy to offer typical employee benefits and to hire an administrative director on Unit 40 payroll; the academy would reimburse the district for related expenses, the district said. Staff said the arrangement would impose additional work on the business office but would not create expenses for the district because reimbursements would cover costs.
No contract or final agreement was approved at the Oct. 20 meeting. The board asked staff to return a lawyer-reviewed intergovernmental agreement for consideration at the Nov. 10 meeting or at a later meeting if the board preferred to allow more time for review.
Board members and staff discussed possible annual fees for student participation and the potential for reduced or waived fees for Unit 40 students if the district serves as fiscal agent. Staff said the Core Academy has been discussed in the region for more than a decade and that the current proposal has gained momentum.
Because this item was discussion-only at the meeting, there was no vote recorded and no implementation steps were approved.
