Effingham Unit 40 adopts tentative tax levy, sets hearing for Dec. 15

Mrs. Baker (district staff) presented an analysis prepared with the county assessor that modeled a 14% increase in equalized assessed value (EAV) to illustrate potential receipts; she said staff believes an increase closer to 10% is more likely. Baker said under a 10% EAV increase the district's rate would fall to about 3.55 from 3.64.
Board member Dasha moved to adopt the October 2025 tentative tax levy as presented and set the levy hearing for Dec. 15 at 6 p.m.; Chad seconded the motion. The board conducted a roll-call vote in which members recorded "yes" votes (Jill; Jane; Chad; Dasha; Brandon; Erica). The motion carried.
Baker explained the timetable: because the board's November meeting falls on Nov. 10 and the levy must lay over 30 days before final adoption, the district set the hearing for Dec. 15 to meet the statutory deadline for levy completion.
The district's memo showed revenue detail fields Baker used for the projection, and Baker said the district controls only three elements when finalizing the levy: tort, Illinois Municipal Retirement Fund (IMRF), and Social Security; the remainder is controlled by the assessment office and county clerk.
The board did not adopt a final levy at the Oct. 20 meeting; the public hearing and final action remain scheduled for Dec. 15.
