Town Center Park construction advances; public works facility, culvert and road projects on schedule

Park staff reported progress this week on Town Center Park construction and several city capital-improvement projects, saying recent work has advanced on the splash pad, pavers and park structures and that the new public works building remains on track for spring 2026.
The board heard that waterproofing work has been completed on a concrete wall in the Town Center Park pond and that stonework and stainless-steel hangers are expected soon. "The splash pad concrete has been poured," Mr. Creed said, and pavers for Festival Street are on site with masonry crews expected to begin installation the week of the meeting. Creed also reported that the stage pavilion structure is scheduled to ship in October and will be erected shortly after arrival.
Creed told the board that some electrical conduits were buried shallower than expected and crews are reinstalling conduit runs near the north playground and pavilion bathroom area. He said dugouts for the ball fields have been erected and will be primed and painted before fencing and backstops are completed.
On other capital projects, staff reported the Meadowview Culvert repair has been contracted to 4 Star with a 150-day contract that has begun and is expected to finish before March 6 (year not specified in the report). Hubbard Drive’s fourth and final phase is out for bid with bids due Oct. 30; the contract would include a 365-day completion window from the notice to proceed. Terry Lane rehabilitation proposals are under review after meetings with county staff and the city manager. The drainage repair program remains active in the Sarita area and is nearing completion.
Public-works construction also advanced: the city’s new public works facility has its structural "red iron" in place, foundations poured and site work scheduled so exterior panels and parking construction can proceed. Staff said the project remains on schedule for March 2026.
Board members asked for clarification about timelines and responsibility for work in rights-of-way; staff said some work (for example, relocation of utilities and culvert work) depends on coordination with utilities and other agencies. The board received the report and did not take separate regulatory action on the construction update.
Ending: Board members encouraged continued public updates and were asked to share construction webpages and drone footage used by staff to show progress. No additional motions were required for the CIP items discussed at the meeting.
