Conservation commission approves resource-area delineation after brief review

The Springfield City Conservation Commission voted to approve a determination of applicability and the accompanying letter and order that adopt the wetland and stream boundary delineation shown on the submitted plans.

The decision came during the commission’s meeting after staff and a consultant described the site as containing a wetland and a perennial stream that runs through the wetland. Brian Nelson of Arlo Park Associates summarized the delineation work and told the commission there were no flag changes since the prior delineation and that the field flags matched the map submitted to the commission.

The commission’s approval was procedural: it adopted the delineation as submitted and did not authorize any work within the resource area. Commissioners asked whether off-site culverts or downstream channels should be rechecked; staff noted culvert routing under Kent Road and said further detail about the downstream channel would be brought back if needed.
