Commission approves manager change at Italian American Citizens Club; new manager Kevin Garvey to complete training

The City of Springfield License Commission on Oct. 8 approved a change of manager for Italian American Citizens Club Inc., dba Italian American Citizens, located at 123 Fulton Street, appointing Kevin Garvey as manager of record.
Garvey told the commission he has worked with the prior manager, Michael J. Manley, for about three years performing ordering and general management duties while Manley’s health declined. Garvey said he expects to work at the club "at least 30 hours a week," likely more into the 40-hour range, and that he will make the role his job. He told commissioners his TIP (Training for Intervention Procedures) certification had expired in August but that he has a TIP class scheduled on the second Thursday in November and that he expects all bartenders to be certified by then.
Commissioners reviewed hours of operation provided by Garvey (Monday–Thursday opening at 2 p.m.; Friday opening at noon; Saturday noon–midnight; Sunday noon–6 p.m.). Commissioners emphasized the importance of keeping certification records available on request. After questions from commissioners, a motion to approve the manager change passed on a roll-call vote with a unanimous yes among commissioners present.
Staff advised Garvey to maintain and produce current TIP certifications when requested. The commission did not attach any additional conditions to the approval during the meeting.
